Brooke County Commission approves APRA draw, body‑camera grant application, conditional hire and awards ambulance bid

President Andrew J. Thomas called the adjourned session of the Brooke County Commission to order at 10:30 a.m. Tuesday, July 16, 2024, at the Brooke County Courthouse. Commissioners Thomas R. Diserio and Stacey Wise and Clerk Kimberly M. Barbetta were recorded present.
The commission unanimously approved the minutes of its July 9, 2024 meeting. Commissioners then approved APRA Project #3, Draw #11 for $5,000.04 related to the Washington Pike Water Project.
Commissioners also approved the Sheriff’s Office request to apply to the Bureau of Justice for funding to purchase new body cameras; the grant was described in the meeting record as 100% funded. During that discussion the commission noted the WV Deputy Sheriff Retirement System monthly report must be set up for ACH withdrawal in accordance with Senate Bill 605; Laurie Eastham, chief tax deputy, was assigned to ensure the ACH setup is completed and the clerk said an existing account will be used.
A proposal to combine the Address Coordinator and CAD Administrator positions was introduced but tabled after Commissioner Wise asked for additional information.
On personnel, the commission approved Sheriff Beatty’s request to hire Michael Nickerson, pending background and drug testing. The approved starting date for Nickerson is August 1, 2024.
On procurement, the commission unanimously approved Penn Care Inc.’s bid for a 2025 E350 ambulance at a price of $148,450.00.
The commission approved routine invoices and ordered checks across multiple funds as listed in the meeting record: General County Fund (checks 31427–31448) $68,009.06; Coal Severance (check 361) $12,000.00; Dog fund (check 1817) $476.70; E911 Communication (check 3291) $1,667.00; Home Confinement (check 1816) $1,484.00; Ambulance (checks 6678–6692) $11,102.88; Excess Levy (checks 31417–31426) $88,374.17; Shelter Levy (checks 1900–1905) $1,899.13; Valuation (checks 2179–2180) $1,915.82.
With no further business, a motion to adjourn carried unanimously. The correspondence distributed earlier in the meeting was ordered filed in the County Clerk’s Office.
The actions taken at the July 16 session were primarily routine administrative and procurement matters; the Address Coordinator/CAD Administrator consolidation was left for further review and the conditional hire of Michael Nickerson remains subject to background and drug-testing clearance.
