Brooke County Commission approves ARPA and FEMA draws, maintenance contracts and staff reassignment

The Brooke County Commission unanimously approved a series of funding draws, maintenance contracts and an administrative reassignment at an adjourned session July 30, 2024, at the Brooke County Courthouse, the minutes show.
Commissioner Thomas R. Diserio moved and Commissioner Stacey Wise seconded the motions that carried the items unanimously. The approvals included ARPA Project #3, Draw #12 for $295.17 (Washington Pike Water Tanks); ARPA Project #6, Draw #4 for $228,256.26 (BCPSD Phase IIC); and FEMA Pioneer Trail Project, Draw #11 for $483,358.62.
The commission also approved an annual service agreement with Otis Elevator Company for the Judicial Annex at $790.00 per month for two elevators, and two maintenance agreements with Casto Technical Services: a Courthouse HVAC maintenance prepayment (reported in the minutes as $3,751.44) and a BC Animal Shelter rooftop HVAC maintenance agreement (reported in the minutes as $7,026.80).
The minutes record that Christina White, the county’s 911 Director, requested that Address Coordinator duties be absorbed by Bill Elcesser, CAD Administrator; Christina White, 911 Director; and Tom Oughton, Assessor. The Commission approved that reassignment.
A separate request from Heidi Kirchner, identified in the minutes as BCSWA Director, seeking a letter regarding buildings at Mac Barnes Drive in Beech Bottom was tabled so the letter may be reworded per the Commission’s direction.
The Commission approved invoices and vouchers and ordered checks to be written across several funds; the minutes list specific check ranges and some amounts (payroll withholding CKS 31472–31479; general county fund CKS 31480–31517 for $35,301.05; dog fund CKS 1819 for $27.00; E911 communications CKS 3296 for $1,083.26; ambulance CKS 6702–6710 for $5,452.37; shelter levy CKS 1908–1911 for $3,652.73; Judicial Annex fund CKS 246 CKS 253 for $880.00). One line in the minutes for the Fire Levy fund (CKS 2530–2539) contains a typographical error and the amount is not clearly stated in the record.
