Brooke County commissioners approve ARPA draws, personnel moves and property purchase; table cardiac monitor bids

The Brooke County Commission on Aug. 27 approved multiple funding and personnel actions at a meeting at the Brooke County Courthouse. Commissioners Andrew J. Thomas, president, and Thomas R. Diserio voted unanimously on motions that included ARPA draw approvals, personnel appointments, and a county property purchase.
The Commission approved three BHJ American Rescue Plan Act draw requests totaling $187,117.42: $8,020.00 for Washington Pike Tank (BHJ Project #3 Draw #13), $136,894.72 for the Hammond PSD Tank (BHJ Project #7 Draw #1) and $42,202.70 for BCPSD Phase IIC (BHJ Project #10 Draw #11). The votes were recorded as unanimous on motions moved by Commissioner Thomas R. Diserio and seconded by Commissioner Andrew J. Thomas.
The panel approved a personnel action requested by EMA/EMS Director Greg Moore to hire Michael Loboric as Deputy Director EMA/EMS, with a start date of Sept. 1, 2024, and a starting hourly wage of $25.21; the minutes note that his background check and drug test have been completed. The Commission also accepted the resignation of Makenna Nickerson from her full-time 911 Communications position effective Aug. 31, 2024, and approved Director White’s request to retain Nickerson as a part-time 911 employee starting Sept. 1 at $23.00 per hour.
Separately, the Commission approved a purchase contract for Lot 18 Church Subdivision (Tax Map W22B, Parcel 0016) to acquire remainder interest from seller Robert Holloway for $15,000; Holloway will retain a life estate and the contract is subject to clear title examination. The Commission also accepted the resignation of Sergeant Shane Logston, effective Aug. 31, 2024, and publicly thanked him for six years of service to Brooke County.
On procurement, the Commission voted to TABLE the awarding of bids for six cardiac monitors. Two bids were on record: Zoll Medical at $256,941.15 and Stryker Sales LLC at $263,014.98 (no mounting) or $273,414.98 (with mounting). The motion to table was recorded as unanimous.
The Commission approved the WV Spay Neuter Invoice for Reimbursement #3 in the amount of $8,022.17 and received several items into the record, including a letter from Governor Jim Justice about a first FY2024 All-County Fire Protection Fund allocation of $36,223.97.
The meeting concluded after the Commission approved invoices and vouchers, ordering checks across multiple county funds, and then adjourned. The minutes list the check ranges and fund totals approved in the session.
