Sullivan County commissioners approve grants, contracts and accept Children & Youth director’s retirement

Sullivan County’s commissioners on Feb. 10 approved a series of grants, vendor agreements and program contracts and accepted the retirement of the county’s Children & Youth director.
The board voted to approve the FFY 2025–2026 Hazardous Materials Emergency Preparedness Grant Agreement with the Pennsylvania Emergency Management Agency for up to $4,023, and accepted a Larson Design Group quote for $21,700 for site survey, project design and construction oversight related to the Fairman Road Emergency Watershed Protection Program. Commissioners also approved a $3,500 quote from Abbey Signs to update interior and exterior county signage to reflect the county’s new logo.
Commissioner Brian Hoffman moved to approve a package of provider agreements for the Bradford/Sullivan Drug & Alcohol Single County Authority covering treatment and support providers effective Jan. 1, 2026, through June 30, 2027. Commissioner Scott D. Myers Jr. seconded the motion; the board approved the agreements, with two abstentions on specific providers because of conflicts of interest (Hoffman abstained on Endless Mountains Transportation Authority; Myers abstained on Sullivan County Victim Services).
The board also approved a $5,000 proposal from PAL-FM to run 500 30-second radio commercials through December 2026 to educate the public about the dangers of opioid misuse. Commissioner Myers said the expenditure is allowable under Exhibit E guidelines for opioid funds. Commissioners approved a $1,110 travel request for two commissioners to attend the CCAP spring conference.
Commissioner Hoffman moved to add a late retirement notice to the agenda, and Solicitor Kenneth Levitzky explained that adding the item complied with a recent judicial ruling related to the Sunshine Act. The board then accepted the retirement of Lisa Wilcox, Sullivan County Children & Youth Director, effective Feb. 12, 2026 at 12:30 p.m. Commissioner Darlene Fenton said Wilcox "has done a great job for a very long time," and Commissioner Myers noted he has worked with her for years through Sullivan County Victim Services.
The Prothonotary’s January 2026 report was provided for review, Treasurer Katrina Wilkins presented the January Treasury report, and commissioners approved payment of current invoices totaling $210,399.93. Commissioner Hoffman also briefed the board on the Endless Mountains Mobility Alliance (EMMA), a nonprofit arm of BeST Transit that provides donation-funded transportation to eligible riders; Sullivan County Human Services has already used the service.
