North Logan council declares two parcels surplus but limits next steps on one after resident concerns

Mayor Lyndsay Peterson and the North Logan City Council held a public hearing Feb. 18 on whether to declare two city-owned parcels—Parcel 04-273-8001 and Parcel 04-273-8002—surplus. Staff described the city's three-step process for disposing of surplus real property: declaring surplus, obtaining appraisals/comparable sales data, and soliciting sealed bids.

Resident Arthur Taylor urged the council to delay the surplus declaration, saying an 88-foot road encroachment creates uncertainty about parcel boundaries and value and suggesting a land trade instead of an immediate sale. "I would ask the council to delay surplus until the road is in so the property can be sold for full appreciable value," Taylor said in public comment.

City staff recommended that Parcel 04-273-8002 proceed through all disposal steps, while Parcel 04-273-8001 be declared surplus only with no immediate next steps. After hearing public comment, the council voted unanimously to adopt a resolution declaring both parcels surplus and authorized staff to move forward with steps two and three (appraisal and sale process) for Parcel 04-273-8002 only; no further action was authorized for Parcel 04-273-8001 at this time. The motion was made by Councilmember Mark Hancey and seconded by Councilmember Larry Hepworth; Councilmember Emily Schmidt, Councilmember Kenny Reese, Hancey and Hepworth voted in favor.

The action begins the administrative process required under city policy to dispose of public land; any appraisal results and the sealed-bid timeline were not specified at the meeting.
