Summary
The Council approved Local A-Tax funds for the Chester County Chamber and Visitor’s Center and approved funding for Christmas in Chester while accepting a resignation from the Fort Lawn Fire Protection District Commission and directing staff to work with the commission on an investigation.
Chester County Council approved several community and governance actions at its Feb. 2 meeting, including event funding, a grant-match approval for Animal Control, and personnel actions for local boards.
Council approved a request to allocate Local A-Tax funds to the Chester County Chamber of Commerce and Visitor’s Center; Councilman Bobby Raines moved to approve and Councilman Corey Guy seconded, and the motion passed 7–0.
Animal Control Director Jessica Roof requested a grant match and the Council approved the match request; Councilman John Agee moved to approve, Councilman Brunson seconded, and the vote was 7–0.
Brenda McBrayer presented a recap of Christmas in Chester, reported that the library counted more than 800 attendees and that the chamber recorded children participating from about 15 ZIP codes, highlighted 125 "Cinderella" makeovers, and said the snow attraction cost about $10,000. McBrayer requested $20,000 from the county to support Christmas in Chester 2026. The meeting record also shows a motion by Vice Chairwoman Mosley to approve $25,000, seconded by Councilman Agee; the recorded vote was 7–0. The minutes therefore reflect both the $20,000 request and a recorded $25,000 approval in the same agenda discussion.
On boards and commissions, Chairman Pete Wilson moved to appoint Emily McNerney to the Board of Assessment Appeals; the motion passed 7–0. The Council accepted the resignation of Maria Hedgepath from the Fort Lawn Fire Protection District Commission (motion by Councilman Raines; 7–0). Councilman John Agee moved that Administrator Brian Hester and County Attorney Nicole Workman work with the Commission on an investigation; Councilman Raines seconded and the motion passed 7–0.
Vice Chairwoman Erin Mosley also gave an SC250 update, announcing that Carolina Day will be observed in Chester County on June 28, 2026, at 2 p.m. at Union ARP Church and that additional events, including a major July 4 celebration, are planned; she said she may return to Council to request funding or grant matches for those events.
