Carroll County Board approves 2026 Operational Plan, courthouse repair architect and aerial imagery vendor

The Carroll County Board on Feb. 19 approved several operational measures including the county’s 2026 Operational Plan and a $25,000 architectural proposal to assess and guide exterior repairs to the Carroll County Courthouse.
Chair Julie Bickelhaupt presented the BHMS (Baranski Hammer Moretta & Sheely) architectural proposal, which County Administrator Jachnicki described as necessary to retain professional oversight for exterior repairs. Susan Jacobs moved to approve the contract and David Soldat seconded; a roll call vote showed eight ayes and the motion carried. The contract will be funded from the Capital Projects Fund.
The Board also selected Aerial Services, Inc. as the lowest responsible bidder for the 2026 Multi‑County Aerial Imagery Project after GIS Director Jermey Hughes explained the bid process; the motion by William Iske, seconded by Susan Jacobs, passed on an 8–0 roll call. Other land‑use decisions included approval of Building Setback Variance Request 2025207 for the Bookman property at 5658 Riverview Rd., Thomson, IL, and approval of Special Use Permit 2026003 for the Steidinger property at 23917 Zier Rd., Lanark, IL to permit boat and RV self‑storage units. Motions to approve those actions were recorded as carried.
The board approved a raffle license for the Jackson Kradle Memorial Fund and agreed to table three collective bargaining agreements (the Illinois Fraternal Order of Police Labor Council, Mid‑America Carpenters Regional Council/Local 790 and Teamsters Local 722) until the March 5 meeting. Zoning Officer Jaicee Buckner reviewed proposed amendments to Chapter 700 of the Zoning Ordinance and said she will present the revisions for possible approval on March 5.
The Board also reappointed Paul Skoog to the Zoning Board of Appeals with a term ending in 2030. The Board adjourned at 10:46 a.m.
