Fulton County commissioners approve reappointments, pension invoices and Treasurer office changes

At their Dec. 9 meeting in Lisburg, the Fulton County Board of Commissioners approved a series of routine administrative actions including multiple reappointments, pension-related invoices and administrative changes for the Treasurer’s Office.
The commissioners approved Planning Commission reappointments for Paula Shives, James Gress, Jeremy Fletcher and Tim Newman to four-year terms ending Dec. 31, 2029, and reappointed Russell McLucas as a Conservation District Director for a four-year term to Dec. 31, 2029. Commissioner Hervey P. Hann moved the conservation reappointment; Commissioner Steven L. Wible moved the planning reappointments. All motions carried.
HR Administrator Mary Huston presented and the board approved the November 2025 Retirement Fund Report. Separately, the board approved two Conrad Siegel, Inc. invoices: $5,700 for actuarial services covering July–December 2025, to be paid from the Charles Schwab Pension Account, and $3,844.25 for investment advisory services (July 1–Sept. 30, 2025) to be paid from plan assets. Commissioner Randy H. Bunch moved the invoice approvals; motions carried unanimously.
Commissioners approved bank-document execution as presented by Community State Bank to add and remove authorized check signers in connection with transitions in the Treasurer's Office. The board also authorized changes to the Treasurer's Office operating procedures as presented by Interim County Treasurer Amy Bishop; Commissioner Bunch moved the procedural changes.
Executive Development Director Julie Dovey, Executive Program Director Elen Ott and Building and Maintenance Director Brad Seville discussed Phase II renovations for the upper level of a newly purchased building located on Lincoln Way West; the minutes record the discussion but do not show final approvals or contract authorizations related to the renovations.
The meeting concluded with Commissioner Wible moving to adjourn at 11:02 a.m.; the motion was approved unanimously.
