Fulton County commissioners approve payables, hires, contracts and capital project quote

Fulton County commissioners met Jan. 27 and approved a slate of routine administrative and fiscal items, including payables, personnel actions, grant delegations and a capital-project engineering quote.
The board, chaired by Commissioner Randy H. Bunch, voted unanimously to approve account payables dated Jan. 27, 2026, totaling $234,913.72. The packet listed a General Fund disbursement of $145,851.38 and additional allocations across specialized funds, including $30,555.07 to the 911 fund and $27,752.25 to Medical Assistance Transportation.
Commissioner Steven L. Wible moved to hire Amanda Sheffield as a Caseworker II in the Services for Children Department, pending required clearances and paperwork; the board approved the hire. A separate Salary Board meeting was held at 11:00 a.m. to process the new position.
The board approved a travel request for county staff member Quinn Wiest to attend a two-day training in State College, Pa., Feb. 4–6, 2026.
Commissioner Hervey P. Hann moved to approve a Delegation of Signing Authority for Community Development Block Grant (CDBG) Entitlement Contract Number C000095314 in the amount of $218,719.00; the board delegated execution to HR Administrator Mary Huston and Commissioners Wible and Bunch.
On an amended agenda item, commissioners approved a county credit card for Mapping and Planning Director Thomas Peppernick to make departmental purchases. The board also approved an insurance invoice for a Tax Collectors Blanket Bond (Travelers Casualty and Surety Company of America) in the amount of $3,313.00 and authorized payment to Elect IT Solutions for February 2026 IT staffing and support.
The commissioners accepted the Election Integrity Grant Program Post-Election Report for the 2025 municipal cycle, which shows total expenditures of $84,443.55.
Commissioner Wible moved to accept a CES Engineering quote to provide professional engineering services for the Warfordsburg Senior Center project. The quoted scope includes restroom renovations, installation of a new security camera system and a mill-and-overlay for the existing parking lot, driveway and accessible walking path; the motion passed unanimously.
The board approved renewal of Companion Life Insurance for group term life and accidental death and dismemberment coverage at the same per-$1,000 rates as 2025, effective April 1, 2026.
Most motions recorded in the minutes were unanimous; separate minutes are on file for the Retirement Board quarterly review and the Salary Board meeting referenced during the session. The meeting adjourned at 11:43 a.m.
