Fulton County commissioners approve $334,397.62 in bills, authorize MATP allocations and administrative actions

Fulton County commissioners on Feb. 3 approved routine payroll and accounts payable, authorized two major MATP allocation letters and approved an engagement letter for a review of the Prothonotary’s Office.
Commissioner Randy H. Bunch called the meeting to order at 8:30 a.m., opened with prayer and led the Pledge of Allegiance. During the public comment period Fulton County resident Carolyn Kerlin asked for updates on litigation matters; two other residents, Sandra Barton and Marty Mettille, were recorded as present.
The board approved the Jan. 27, 2026, commissioners’ minutes and the Jan. 27, 2026, Salary Board minutes on a motion by Commissioner Steven L. Wible; both motions passed unanimously. Commissioner Hervey P. Hann moved and the board approved payroll dated Feb. 6, 2026, in the amount of $129,990.81.
Commissioner Hann moved to approve accounts payable dated Feb. 3, 2026, totaling $334,397.62. Chief Clerk Stacey M. Shives provided the fund breakdown reported to the board: Fund 100 (General Fund) $96,661.78; Fund 201 (Liquid Fuels) $13.13; Fund 229 (HSDF/HSBG) $165,835.26; Fund 235 (Law Library) $724.96; Fund 238 (911) $44,792.44; Fund 256 (Domestic Relations) $352.92; Fund 400 (Debt Service) $26,017.13. The motion carried with all commissioners voting in favor.
The board entered an executive session for legal matters from 8:30 a.m. to 9:20 a.m. and then conducted a Tax Appeal Hearing at 9:20 a.m.; Commissioner Wible abstained from the hearing because of a stated conflict of interest. Separate minutes for the tax appeal are on file.
On administrative items the board approved the January 2026 Retirement Fund Report as presented by HR Administrator Mary Huston. Commissioners also approved travel requests for Services for Children Director Christine McQuade and Services for Children Fiscal Technician Stephanie Mellott to attend the PA Children and Youth Administrators Conference March 11–13, 2026, in State College, Pa.
Commissioner Hervey P. Hann moved to approve and execute an engagement letter from KB&S (Kulla, Barkdoll & Stewart, P.C.) to provide legal and consulting services related to a review of the Fulton County Prothonotary’s Office; the motion passed unanimously. The board authorized Commissioner Steven L. Wible to execute Medical Assistance Transportation Program (MATP) allocation letters for FY 2024–2025 ($464,875.00) and FY 2025–2026 ($491,875.00).
The board approved a laptop quote submitted by Rick Grissinger of Elect IT to be used in Franklin County for Jury Coordinator duties and approved an invoice from Franklin County Fiscal for Fulton County court costs for Q4 2025 in the amount of $38,819.27 (recorded as 10% of court wages and benefits).
Commissioner Bunch called an executive session for personnel matters from 10:35 a.m. to 10:53 a.m. After returning the board appointed Commissioner Wible to perform duties for committees assigned in the event of his medical leave, then recessed at 10:58 a.m. for a Criminal Justice Advisory Board meeting. The regular meeting resumed at 1:18 p.m.; the board again entered and exited a personnel executive session (1:18–1:38 p.m.) during which the commissioners, HR Administrator Mary Huston and Chief Clerk Stacey M. Shives conducted interviews for the Prothonotary’s Office. The board adjourned at 3:05 p.m.
