Houghton County splits 3-2 to order RFP for Canal View appraisal after provider warns privatization would cut staff

The Houghton County Board of Commissioners voted 3-2 on Nov. 12 to direct the Canal View board to request proposals for a property appraisal and a business evaluation, after Canal View representatives briefed the commissioners on capacity, staffing and contractual arrangements. The motion passed with Commissioners Joel Keranen, Glenn Anderson and Gretchen Janssen voting in favor and Chairman Tom Tikkanen and Commissioner Roy Britz opposed.
Adam Laplander, speaking for Canal View, told the board the facility currently has 134 beds occupied and a goal of 145, operates a 16‑unit rehabilitation program, employs about 250 people, has a contract with Keweenaw County for 15 beds (eight of which were occupied at the time of the meeting) and maintains 17 beds for veterans. Laplander said that, according to information he had seen, privatizing Canal View could reduce staffing by roughly one‑third.
At the agenda-only public comment period earlier in the meeting, Faith Morrison told the board she opposed selling Canal View. During the discussion on appraisal and evaluation, Commissioner Roy Britz reported that the Canal View board was not in favor of an appraisal; Commissioner Keranen and others said residents deserve to know the facility’s market and business value and that Canal View should cover the cost.
Chairman Tikkanen said a standalone appraisal could cost roughly $6,500 and would not include a separate business evaluation. The board’s motion directs the Canal View board to issue an RFP to obtain both an appraisal and a business evaluation so county residents can be informed about the facility’s monetary and operational value.
The vote action is procedural and does not itself transfer ownership or change Canal View’s operations. The board did not approve privatization, and no formal plan to sell the facility was presented at the meeting. The board’s direction is limited to soliciting cost estimates and evaluations; any future decisions would require separate actions and votes.
