Curt (city operations staff) told the council the engineering study relied on assumptions that may be inaccurate because the system lacks a proper flow meter. Staff recommended installing a flow meter to better measure system loading and asked permission to obtain additional engineering opinions and explore refurbishing an existing cell as an alternative.
Council members acknowledged the study’s potential financial impact on residents and agreed it would be prudent to review other professional perspectives before any commitment. Curt said the study evaluated winter residential usage and excluded high-volume agricultural users to better reflect household flows.
Direction from the council: staff will collect cost estimates for additional studies, identify engineering resources, and return with findings following an upcoming professional conference. The council also expressed interest in scheduling a work session to review the wastewater study in detail.
No decision was made to build new capacity; the council emphasized verification of data and consideration of lower-cost alternatives such as cell refurbishment.
