Planning Commission notes CUP highway access update, approves licenses and reappoints chair

The Ballard Planning Commission on Feb. 3 received a highway-access update for a conditional use permit, approved routine business-license matters and voted to appoint Joe Allred as chairman.
Joe Garcia reported he met with the Utah Department of Transportation, which recommended engineered acceleration and deceleration lanes; Civco is preparing designs and Garcia said the engineering deliverables should be available by the 16th. The commission noted the CUP approval remains contingent on road improvements and recommended follow-up with City Council and UDOT as the roadway work progresses.
Levi Bateman notified the commission by phone that he will not pursue a Ballard business license for a planned U-Haul location because business at that location is slow and he plans to wait until opening in Duchesne County; no license was issued. Applicant Jake Harward presented a shipping-container renting and sales business (C-CAN) and said his main office is in Utah County; the board discussed briefly and agreed to allow him to proceed with the local licensing process (the minutes record board agreement but do not show a formal motion). Kent Campbell described a temporary, one-person pump repair operation at his home; the board approved his business license as recorded in the minutes.
Board Member Mark Redmond moved to appoint Joe Allred as Chairman; Steve Collins seconded and the motion passed unanimously. The commission also voted to continue holding regular meetings on the first Tuesday of each month at 6:00 p.m.
