Charlotte County Electoral Board, party chairs agree on Officers of Election procedures for Nov. 3, 2020

The Charlotte County Electoral Board met July 28, 2020, at the Registrar’s Office and reached agreement with local Democratic and Republican party representatives on procedures to identify and assign Officers of Election for the Nov. 3, 2020 election.
Chair Glenwood Foster opened the meeting and said the purpose was to gain clarity and agreement on implementing Code of Virginia, Section 24.2-115 in Charlotte County. Present at the meeting were Vice-Chair Lawrence Clark, Secretary Robert Bradner, Registrar Nan Lambert, Assistant Registrar Eric Goode, Rebecca Daly (representing Carolyn Overstreet, chair of the Charlotte County Democratic Party), Noah Davis (chair of the Charlotte County Republican Party) and Shane Newcomb (vice-chair of the county Republican Party).
The board and the party representatives agreed that each party would ensure Registrar Nan Lambert has a list of potential Officers of Election (OoEs) for the Nov. 3, 2020 election before the middle of August; the minutes state the list is valid only for that election. The Registrar will notify party chairs if additional staffing is needed because of the larger-than-usual staffing demand, and parties will attempt to supply additional names; if precincts cannot be staffed with party-named personnel, the county will use non-affiliated staff as necessary.
The minutes also record that the Electoral Board Secretary will send each party chair a reminder in mid-December about the deadline for providing potential OoEs for 2021 elections. Following the board meeting in February 2021, the board will supply each party with a roster of OoEs and their precinct assignments. The OoE terms were recorded as running from March 1, 2021, through February 2022.
The meeting concluded with Chair Foster thanking guests for their cooperation. Secretary Robert Bradner moved to adjourn; Vice-Chair Lawrence Clark seconded the motion, and the motion was approved without dissenting vote.
