Nan W. Lambert, Charlotte County’s Director of Elections, will retire effective Sept. 1, 2020, she wrote in a letter read into the Electoral Board minutes on Aug. 5.
The retirement notice, read aloud by Secretary Robert Bradner, said Lambert cited family health issues, rising state election requirements and “a lack of support from the BOS” as reasons for stepping down. "I will be retiring, effective September 1, 2020," the letter states. Lambert recommended Assistant Registrar Eric Goode as capable of taking over director duties and said she would use available leave in August but remain available if needed.
The announcement comes as the county prepares for the Nov. 3, 2020, general election. The board scheduled a meeting with Registrar’s office staff for Aug. 21 at 1:00 p.m. to assign Officers of Election for each precinct and approved a training schedule: early voting staff sessions on Sept. 11, 14 and 16 beginning at 11 a.m. (additional sessions may be added), and election-day staff training Oct. 26–30 with two sessions per day as required.
During public comment, Rebecca Daly asked what election-specific information should be highlighted on the county website, who would make web updates and whether the Electoral Board would take part in a voter-registration drive ahead of Nov. 3. Vice-Chair Lawrence Clark moved that dissemination of voter information and a discussion of social media and website use be placed on the Sept. 2 agenda; Secretary Robert Bradner seconded the motion and it passed unanimously.
In board business, Clark reported on his role representing the South Central District on the Virginia Electoral Board Association (VEBA) executive board. Clark said the issue of ballot drop boxes may arise at a special legislative session on Aug. 18, CARES Act funds will require careful documentation and return of unused funds, VEBA plans an "Electoral Board Boot Camp" for new members, and L&A training on new ballot-counting equipment (EPBs) will occur after ELECT certifies equipment.
The board moved into a closed session under Va. Code 2.1-3711 to discuss personnel; after returning to open session the board adopted a certification resolution referencing Va. Code 2.1-3712 and recorded the roll call: Glenwood Foster—Aye; Lawrence Clark—Aye; Robert Bradner—Aye. A separate closed meeting to discuss personnel was scheduled for Aug. 13 at 1:00 p.m. at the Registrar’s Office.
Assistant Registrar Eric Goode announced a VEBA conference in Forest on Aug. 25 and said additional details would be provided.
The meeting adjourned following the board’s business. The Electoral Board will consider the Sept. 2 agenda item on voter information and hear reports on outreach and training at its next meeting.
