Charlotte County Electoral Board appoints interim registrar, sets hiring timeline

The Charlotte County Electoral Board unanimously appointed Assistant Registrar Eric Goode as interim Registrar on Aug. 13, 2020, and set a timeline to begin advertising for a permanent registrar on June 1, 2021.
The action followed a closed session convened to discuss personnel. Robert Bradner moved that the board enter closed session pursuant to Va. Code 2.1-3711 for the purpose of discussing personnel; Lawrence Clark seconded and the motion carried. After returning to open session, the board adopted a certification resolution under Va. Code 2.1-3712, stating that only matters lawfully exempted from open meeting requirements were discussed. A roll-call vote to certify recorded Glenwood Foster, Lawrence Clark and Robert Bradner voting "Aye."
Following the certification, Bradner moved that Eric Goode serve as interim Registrar for Charlotte County until July 1, 2021. Clark seconded the motion, which the minutes record as passing "without dissenting vote." The minutes state that Goode accepted the interim appointment and was congratulated by the board. The board also established that Goode will be evaluated in May 2021 against goals the board planned to establish in September 2020.
The board set a hiring timeline for a permanent Registrar: advertising to begin on June 1, 2021, with the successful candidate’s term to begin July 1, 2021. The minutes say the board will make a decision on the appointment to a four-year term prior to July 1, 2021. Separately, the board scheduled a closed personnel meeting for July 18, 2020 at 10:00 a.m.
The meeting was held at the Registrar’s Office at 1:00 p.m., opened by Chair Glenwood Foster, and included a prayer and the Pledge of Allegiance. The minutes note the meeting took place in compliance with the social distancing orders in effect in the Commonwealth of Virginia.
Next steps recorded in the minutes: staff or board members are to advertise the permanent-registrar vacancy beginning June 1, 2021; the board will evaluate interim performance in May 2021; and the board will meet in closed session on July 18, 2020 to address personnel matters.
