Charlotte County Electoral Board authorizes interim registrar to hire assistants and use CARES funds for Nov. 3 election

The Charlotte County Electoral Board on Aug. 18, 2020 met at the Registrar’s Office and unanimously authorized Interim Registrar Eric Goode to hire assistant registrars and to use CARES funds to cover additional personnel costs for the Nov. 3, 2020 election. The action followed a closed session held earlier in the meeting to discuss personnel matters.
The board entered a closed session by motion of Vice-Chair Lawrence Clark under Va. Code §2.1-3711, with Secretary Robert Bradner seconding; the motion to convene the executive session carried. After the closed session the Board returned to open session and adopted a certification resolution required by Va. Code §2.1-3712 affirming that only matters lawfully exempted from open meeting requirements were discussed. The certification was approved by roll call with Glenwood Foster, Lawrence Clark and Robert Bradner each voting “Aye.”
Secretary Robert Bradner moved the hiring authorization and specified the funding direction. "Mr. Eric Goode be authorized to hire Assistant Registrar(s) for the duration of his appointment within the amount authorized by Charlotte County for such expenditures. In addition, Mr. Goode may use CARES funds allotted to the County for additional personnel costs associated with the November 3, 2020 election. Mr. Goode will note on timesheets the funds to be expended from CARES funds," Bradner said. Vice-Chair Lawrence Clark seconded the motion, which carried unanimously.
The minutes record that the Secretary attended remotely, that the Chair, Glenwood Foster, led the meeting in prayer and the Pledge of Allegiance, and that the meeting was held in compliance with social distancing orders in effect in the Commonwealth. The Board then voted to adjourn after the hiring authorization.
No dollar amounts for the authorized hiring or the CARES-funded expenditures were specified in the minutes. The Board did not record additional conditions or a timetable beyond the instruction that Mr. Goode mark timesheets to identify CARES-funded hours. The minutes are signed by Glenwood Foster, Chair; Lawrence Clark, Vice-Chair; and Robert Bradner, Secretary.
