Charlotte County Electoral Board enters closed session to consider provisional ballots, reconvenes and recesses until Nov. 6

The Charlotte County Electoral Board met in a reconvened session on Nov. 5, 2020, at 10:00 a.m. at the registrar’s office. Chair Glenwood Foster called the meeting to order, and Vice-Chair Lawrence Clark moved that the board enter closed session “to consider provisional ballots” pursuant to Va. Code 2.1-3711; Secretary Robert Bradner seconded and the motion passed unanimously.
Chair Foster stated that the persons permitted to attend the closed session were Eric Goode, Registrar; Dorothea Knott, Assistant Registrar; Noah Davis, Republican Party representative; and Rebecca Daly, Democratic Party representative. The board later returned to open session and adopted a certification resolution stating that, to the best of each member’s knowledge, only matters lawfully exempted from open-meeting requirements were discussed, as required by the cited Virginia code provisions. A roll-call certification vote recorded Mr. Foster, Mr. Clark and Mr. Bradner voting Aye.
The board recessed for 30 minutes on a motion by Vice-Chair Clark, seconded by Secretary Bradner, and reconvened before later taking a second motion to enter closed session again (motion offered by Secretary Bradner and seconded by Vice-Chair Clark), which passed unanimously. After returning to open session the board again adopted the certification resolution and recorded a roll-call vote with Foster, Clark and Bradner voting Aye.
Finally, Secretary Bradner moved, and Vice-Chair Clark seconded, to recess the meeting until 1:00 p.m. on Nov. 6, 2020; the motion passed and Chair Foster recessed the meeting. The minutes of the Nov. 5 session were signed by Glenwood Foster (Chair), Lawrence Clark (Vice Chair) and Robert Bradner (Secretary).
The actions recorded are procedural and pertain to the handling of provisional ballots and compliance with Virginia’s open-meetings requirements; no final public report on provisional ballots appears in these minutes.
