Committee advances planning for CTH B reconstruction, structure designs and approves rout‑and‑seal on USH 8

Summary
Highway staff outlined plans for a 1.05‑mile CTH B reconstruction in 2027, proposed bundling four structure designs (with a mussel survey estimated at $25,000), and the committee approved a WisDOT DMA to rout and seal a portion of USH 8 with an estimated cost of $70,000.
Highway Commissioner Alex Hegeman told the committee that 1.05 miles of County Trunk Highway B from STH G to USH 45 is scheduled for reconstruction in 2027 and recommended hiring an engineering firm to produce design and plan sets intended to prevent a permanent 5‑ton year‑round weight limit.
Hegeman said four structures currently rated 4 out of 10 could be bundled into a single design contract; the sites are within roughly a five‑mile radius, which would simplify bidding. He also said a mussel was observed in the stream on CTH E and that a mussel survey would be required, with two consultants identified and an estimated cost of about $25,000.
Separately, Hegeman presented a WisDOT design‑maintenance agreement (DMA) to crack seal USH 8 from CTH P to Forest with an estimated cost of $70,000. Robb Jensen moved and Dan Hess seconded approval of the DMA; the motion carried.
Committee members directed staff to proceed with drafting RFP documents for the CTH B design and for structure design work, and to include relevant environmental survey work in the bid packages. The committee did not vote on the RFPs at this meeting; the WisDOT DMA was approved as presented.
