County project update: sports complex turf near completion, JCAR detention work moves toward vertical construction

Capital Projects Manager Bryan Rhodes and Assistant County Manager Chris Todd updated the Board on multiple county construction projects including school, medical and community facilities.
Highlights included: Spartanburg Highway Medical Office Building site work continuing with a scheduled construction completion date of April 8, 2027; the Mills River Medical Office Building documents and GMP schedule advancing with 100% DD delivered and 100% CD due in May 2026; JCAR Detention Center sitework began Nov. 25 and vertical construction was scheduled to begin in the month following the meeting with an early 2028 completion targeted; and the Henderson County Sports Complex has mass grading complete and soccer turf installation nearing completion on all four fields with infrastructure work to follow and an October 2026 completion target. Mr. Rhodes noted the fields are not yet open for public use and discussed temporary site security measures.
Staff also reviewed HCPS roofing, paving and HVAC controls projects with schedules extending into late 2026 and summarized next procurement milestones for the HCPS bus garage design and GMP process. The Board received the updates and asked staff to coordinate school and county stakeholder communications.
