Brooke County Commission accepts cybersecurity grant, rehiring early‑voting staff and approves E‑911 contract

The Brooke County Commission met in adjourned session Oct. 1, 2024, at the Brooke County Courthouse and unanimously approved several administrative and fiscal actions affecting elections staffing, public‑safety communications and county cybersecurity.
Commissioner Stacey Wise moved to approve the actions and Commissioner Thomas R. Diserio seconded; motions were recorded as unanimously passed on the minutes. President Andrew J. Thomas was listed as absent on the roll call; Kimberly M. Barbetta is recorded as County Clerk.
The commission approved a letter from County Clerk Kimberly M. Barbetta seeking to rehire five early‑voting temporary workers — Barbara McVickers, Mary Kay Adams, Summer Dodd, Duane Heck and Robin George — to staff early voting Oct. 23–Nov. 1, 2024, at $15 per hour. The staffing authorization was entered by motion and passed without recorded opposition.
The commission also accepted a State and Local Cybersecurity Grant Award of $16,240 and approved issuing a Request for Proposal to update and upgrade the county’s cybersecurity framework. The actions authorize the county to pursue technical updates and related services funded in part by the grant award.
For emergency communications, the commission approved a multi‑service agreement between E‑911 and AT&T Services at $5,750.00 per month. The contract approval was recorded as a unanimous motion.
The commission approved payment of $3,623.50 from All‑County Fire Department funds to Hooverson Heights Volunteer Fire Department, to be paid directly to the vendor, and approved the closing of the Community Bank ambulance checking account as an administrative banking change.
The commission also approved a request from executor Aaron Apitzsch to reopen the estate of Arthur L. Apitzsch to amend the appraisement on the grounds of an error in the original market value listing.
Records and minutes from local entities were entered on the record (Brooke County Public Library; Brooke County Public Service District meeting dates; Hammond PSD). The commission discussed setting county Halloween trick‑or‑treat times but took no action while waiting for input from municipal governments. The meeting noted an EMS grand‑opening event scheduled for Oct. 14, 2024, from 4 p.m. to 7 p.m.
County invoices and vouchers were approved and checks ordered for multiple funds, including the General County Fund ($141,745.15), E‑911 Communication ($80,364.92), Ambulance ($108,004.09) and FEMA‑Pioneer Trail ($218,234.73), among others as listed in the clerk’s record.
With no further business, Commissioner Stacey Wise moved to adjourn and the motion passed. The written minutes list Thomas R. Diserio as pro‑tem for the record and Kimberly M. Barbetta as clerk signing the minutes.
