Brooke County Commission approves budget transfers, project draws and an appointment in adjourned Oct. 8 meeting

The Brooke County Commission met in adjourned session on Oct. 8, 2024 at the Brooke County Courthouse and unanimously approved a series of routine administrative and fiscal actions.
Among the first votes, commissioners approved the minutes from Oct. 8, 2024 and authorized an in-house budget transfer of $36,235.00 into the All-County Fire Protection Fund. The commission also accepted an email from Christina White, the county’s 911 director, confirming that employee Travis George’s last day will be Oct. 15, 2024.
The commission approved a letter of resolution requested by First National Bank to open three credit cards for EMS and unanimously authorized several BHJ-related projects and ARPA draw requests, including a FEMA Pioneer Trail project for $61,404.00 and ARPA draws listed in the record (examples include Draw #13 for ARPA Project #10 for $4,575.00 and Draw #6 amounts for other projects). The record notes a separate ARPA draw of $280,821.97 for Brooke County PSD Phase IIC and an $8,595.00 draw for the Drivers Inn sanitary sewage extension.
Commissioners were advised of a workers’ compensation renewal increase of $10,199.00 from Encova but took no formal vote beyond noting the advisory email.
Using funds from the All-County Fire Protection allocation, the commission approved payments including City of Weirton ($3,622.39, direct to vendor), Bethany Volunteer Fire Department ($3,555.00, reimbursement) and Windsor Heights Volunteer Fire Department ($3,623.50, direct to vendor).
The commission received minutes from Washington Pike PSD (Sept. 30, 2024) and tabled consideration of one opening on the Hammond PSD Water Board. Separately, the commission unanimously approved the appointment of Brian Taylor to the Washington Pike PSD for a six-year term.
The board set trick-or-treat hours for unincorporated Brooke County on Thursday, Oct. 31, 2024 from 6 p.m. to 8 p.m., and announced the courthouse will be closed Oct. 14 for Columbus Day. The record also advertises an EMS Centralized Station grand opening on Oct. 14 from 4–7 p.m., the last day to register to vote on Oct. 15 and an early voting period from Oct. 23–Nov. 1 (including both Saturdays, 9 a.m.–5 p.m.).
Finally, the commission approved invoices and vouchers and ordered checks across multiple funds, including a General County Fund list totaling $78,452.90 and other fund disbursements recorded in the minutes. After business concluded, a motion to adjourn passed unanimously.
