Brooke County Commission accepts dog warden resignation, approves brownfields support letter and routine payments

BROOKE COUNTY, W.Va. — The Brooke County Commission met in adjourned session Oct. 29, 2024, and unanimously accepted the resignation of Jaetin Popish as Brooke County Dog Warden, approved several routine financial disbursements and voted to support a BHJ coalition letter to the U.S. Environmental Protection Agency for brownfields assessment and planning activities.
Andrew J. Thomas, president of the Brooke County Commission, was recorded present with Commissioners Stacey Wise and Thomas R. Diserio. Clerk Kimberly M. Barbetta said preliminaries included a prayer and the Pledge of Allegiance before the board moved through the agenda.
Commissioner Thomas R. Diserio moved to approve the minutes of Oct. 22, 2024; Commissioner Stacey Wise seconded the motion, which passed unanimously. The commission then approved a $4,000 FY24 contribution to the RT2/I-68 Authority, also by unanimous vote.
The commission accepted Jaetin Popish's letter of resignation as dog warden, effective Oct. 31, 2024, and recorded appreciation for his service and his transition to a role with the Brooke County Sheriff's Department. The board also approved a motion to order Sheriff Richard E. Beatty Jr. to administer the estate of David M. Watkins.
Pam Barchiesi and Buster Bowman spoke to the commission about Dark View Haunted Attractions and Screwy Louie’s Inflatable and Party Supplies, expressing interest in locating their operations in Brooke County; the transcript records their presentations but no formal vote attached to those remarks.
The commission unanimously approved a request from BHJ to form a coalition and to send a support letter to the U.S. Environmental Protection Agency for brownfields assessment and planning activities. The motion was made by Commissioner Diserio and seconded by Commissioner Wise.
The board also accepted a motion to withdraw counsel Dean Makricostas in the estate of Jeffrey Alan Kittle and reappointed Terry Stewart to the Hammond Public Service District Board for a six-year term beginning Oct. 1, 2024 and ending Sept. 30, 2030.
Clerk Barbetta noted receipt of minutes from the Brooke County Public Library (Sept. 30, 2024) and Brooke County Public Service District (Sept. 3, 11 and 25, 2024). The commission approved invoices and vouchers and ordered checks across county funds, including payroll withholdings and disbursements that the minutes list by fund and amount.
With no further business, Commissioner Diserio moved to adjourn; the motion passed unanimously. The commission announced that the first regular meeting in November is moved to Thursday, Nov. 7, 2024, at 10:30 a.m.
