Brooke County Commission approves park-board appointments, ARPA draws and budget transfers

The Brooke County Commission of Brooke County, West Virginia, met in adjourned session Dec. 17, 2024, at the Brooke County Courthouse and unanimously approved a slate of appointments, ARPA-funded draws, budget transfers and other routine business.
Commissioner Thomas R. Diserio moved to approve the minutes from Dec. 10, 2024; Commissioner Stacey Wise seconded and the motion passed unanimously. The commission accepted a nomination recommendation from the Brooke Hills Park nomination committee and approved appointments of Rich Arthurs, John Schwertfeger, Tim Ennis and Kim Wales to the Brooke Hills Park Board. A separate reappointment request from Terry Bonaventura to the Brooke County Public Service District (term ending Dec. 31, 2024) was accepted for consideration; the commission said it would allow two weeks for other interested parties to express interest before taking final action.
The commission approved an email request from Greg Moore, EMS/EMA Director, to advertise for an EMA vehicle; Moore specified he was seeking a Ford Explorer. Commissioners said they would confirm available funds and decide after receipt of bid proposals.
On federal American Rescue Plan Act (ARPA) funding, the commission approved three draws: $5,838.21 for BCPSD Phase IIC; $534.44 for the BCPSD Colliers Water Meter Project; and $204,197.00 for the Hammond PSD Water System Improvement Project. The commission also accepted an updated service agreement with ‘‘ACC’’ for $2,275.00 covering the Judicial Annex, Courthouse and Probation Office (the agreement name/abbreviation was shown as ACC in the record and was not defined in the transcript).
Two in-house budget transfers were approved: $1,847.00 for the County Clerk and $36,332.00 for Elections. The commission received minutes from Brooke County PSD dated Nov. 20, 2024.
The commission approved an All-County Fire Protection Fund reimbursement to the Bethany Volunteer Fire Department for $4,202.22 (second allocation, reimbursement).
A property-compliance update was reviewed and certified letters were ordered for multiple residential properties in Wellsburg, Follansbee, Colliers and Weirton (addresses were listed in the meeting record). The commission noted a Mon Power notice of a planned power outage on Dec. 18, 2024 affecting the St. John’s Road area, scheduled roughly 8 a.m. to 8 p.m.
Correspondence was ordered filed. The commission approved invoices and ordered checks across multiple funds, including a General County Fund check run totaling $106,679.36 and E-911 Communications checks totaling $140,081.05; the transcript lists several other fund check runs and amounts. One line in the transcript listing a valuation fund amount appeared to be a transcription formatting error and was not clarified during the meeting.
There will be no commission meeting the week of Christmas; the Brooke County Courthouse will be closed Dec. 24 (half day) and Dec. 25. The commission scheduled a meeting for Monday, Dec. 30 at 10:30 a.m. The meeting adjourned after a motion by Commissioner Diserio that passed unanimously.
