Brooke County Commission approves ARPA draws for Washington Pike water projects, OKs appointments and budget increase

At its Jan. 21 meeting the Brooke County Commission unanimously approved minutes, two ARPA draws totaling $82,370.78 for Washington Pike water projects, a $1,384.42 EMS budget increase, and appointments to the county health board; vouchers and checks were also ordered.
The Brooke County Commission unanimously approved several routine and infrastructure measures at its Jan. 21 adjourned session at the county courthouse.
Commission President Andrew J. Thomas presided as Commissioner Thomas R. Diserio moved — and Commissioner Stacey Wise seconded — approval of the minutes from the Jan. 14, 2025, meeting and multiple items related to county finances and appointments.
The commission approved two American Rescue Plan Act (ARPA) draws for water-system work: ARPA Project #3 Draw #15 for $36,908.00 to support the Washington Pike Tank Project and ARPA Project #4 Draw #2 for $45,462.78 for the Washington Pike Pump Replacement Project, a combined total of $82,370.78. The motions were made by Commissioner Thomas R. Diserio and seconded by Commissioner Stacey Wise; the actions passed unanimously.
The commission also approved a budget increase of $1,384.42 for EMS to account for an ambulance refund/reimbursement/donation. In addition, invoices and vouchers across several county funds were approved and checks ordered to be written, including a General County Fund check run totaling $60,309.63 and an Ambulance Service check run totaling $8,053.62.
Two appointments to the Brooke County Health Board were confirmed. The commission appointed Mary Blum to a five-year term to represent the Wellsburg District and appointed Amanda Barnett to fill Blum’s unexpired term in the Weirton District (term ends 2027). Both appointments were moved by Commissioner Diserio, seconded by Commissioner Wise, and approved unanimously.
An informational letter from Robert A. Miller Jr., Executive Director of the WV Rt2/I68 Authority Board, and minutes from the Brooke County Board of Health (Nov. 18, 2024) were distributed to commissioners and ordered filed in the county clerk’s office.
No dissenting votes were recorded. The clerk, Kimberly M. Barbetta, filed the meeting correspondences as part of the official record. The commission adjourned following the listed business.
