BROOKE COUNTY, W.Va. — The Brooke County Commission met in an adjourned session Tuesday and approved a series of routine fiduciary actions, a draw on ARPA funds and a property compliance penalty.
Commission President Andrew J. Thomas and Commissioners Stacey Wise and Thomas R. Diserio were present, along with County Clerk Kimberly M. Barbetta. The meeting opened at 10:30 a.m. at the Brooke County Courthouse with preliminaries including a prayer and the pledge of allegiance.
The commission unanimously approved the minutes from the Feb. 4, 2025 meeting after a motion by Commissioner Stacey Wise and a second from President Andrew J. Thomas. The transcript records motions as passing unanimously but does not list numerical vote tallies.
During fiduciary business the commission approved the County Clerk’s order to close the estate of Edward Allen Casto, which was reported to have been inadvertently opened in the wrong county. The commission also approved an in-house transfer of $29,000 to the Valuation Fund and approved ARPA Project #10 Draw #17 for $14,011.10 for Brooke County PSD Phase IIC. A separate FY 2025–26 budget request of $30,000 for the Lee Day Report Center was presented and taken under advisement rather than approved at this meeting.
On a separate motion, the commission approved implementing a $100-per-day property compliance fine against John and Margaret Spears for properties listed at 4703 and 4811 Eldersville Road in Colliers. That motion was moved by Commissioner Diserio and seconded by Commissioner Wise and recorded as passing.
The commission approved invoices, vouchers and ordered checks covering payroll withholdings and multiple county funds, including the General County Fund, E-911 Communications, Ambulance Service, E-911 Levy, Valuation and Judicial Annex, as listed in the minutes.
The Brooke County Courthouse will be closed Monday, Feb. 17, 2025, in observance of Presidents Day. The commission observed a moment of silence and recorded condolences to the family of Nancy Carroll for her service to the Hooverson Height Volunteer Fire Department.
Commissioner Thomas R. Diserio moved to adjourn; the motion was recorded as unanimously passed and the session ended. The minutes were attested by President Andrew J. Thomas and Clerk Kimberly M. Barbetta.
