Brooke County Commission approves budget transfers, creates part‑time County Radio Administrator position and tables flood‑insurance renewal

Andrew J. Thomas, president of the Brooke County Commission, led motions at an adjourned session on Feb. 25, 2025, at the Brooke County Courthouse that resulted in approval of several in‑house budget transfers, creation of a part‑time, as‑needed County Radio Administrator position and unanimous tabling of a flood‑insurance renewal for the county probation office.

The commission approved in‑house transfers listed in the minutes: $29,227.53 (County Commission), $16,519.00 (County Commission), $2,325.60 (County Clerk) and $15,730.25 (County Clerk — Elections). Commissioners voted to create a part‑time County Radio Administrator position under the Brooke County Commission; the commission also approved advertising to hire for the role and noted that a job description is available upon request.

On the Wright National Flood Insurance renewal for 840 Charles Street (the county probation office in Wellsburg), the commission voted to table action. The minutes record two premium options — $6,708.00 and $7,240.00 — and list a renewal due date of April 6, 2025. The item was TABLED for later consideration.

The commission also approved the NPWDB, Inc.’s request to appoint David McDonald to the Private Business Sector seat, filling an unexpired term through June 30, 2026. Minutes from the Brooke County Public Library (Jan. 7, 2025) and the Brooke Hills Park Board (Jan. 20, 2025) were received and filed.

David Holden of the Compliance Department reported that several letters had been served and that new property matters at Willow Lane, Archer Hill Road and Rabbit Hill were being addressed. Holden announced a Notice to Appear for Brandon Starcher at 114/116 Fernwood Ave., Follansbee, scheduled for March 4, 2025, at 11:00 a.m.

The commission approved payroll withholdings and multiple check ranges across funds as recorded in the minutes, including General County Fund checks 32470–32494 for $36,021.09 and Ambulance Service checks 6958–6975 for $123,478.14, among others. With no further business, the commission adjourned following a unanimous motion.
