Spencer County authorizes agreement with developer to finish Watkins Glen roads

On April 1 the Spencer County Fiscal Court voted to authorize County Judge Executive John Riley to enter into a memorandum of understanding with developer Bobby Smith that lays out responsibilities and bond remittance for completing roads in the Watkins Glen subdivision.
Esq. Travis explained the agreement: Smith will complete the front and back sections of Watkins Glen to county road specifications by Nov. 14, 2019. Upon successful completion, the county will remit bond proceeds on the back section to Smith and release the bond requirement on the front section. The agreement also contemplates using available road bond funds (two bonds totalling about $80,000) and an additional $10,000 from Smith to complete repairs estimated near $90,000; the court discussed using Flex or discretionary funds to finish repaving the 0.6-mile front section to Normandy Road.
Motion made by Esq. Travis, seconded by Esq. Beaverson; all members present voted "aye" and the court "ordered to authorize the County Judge to enter into an agreement with Bobby Smith for the completion of roads in Watkins Glen Subdivision." The minutes include the signed memorandum of understanding text stating the work must be completed to the satisfaction of the County Road Supervisor, Todd Burch.
Why it matters: The agreement addresses long-delayed subdivision road maintenance that has been the subject of prolonged developer/court discussions; the MOU ties road-completion work to bond release and county acceptance.
Next steps: Smith to complete the work before the Nov. 14, 2019 deadline; county staff to release bond proceeds and adopt the road into the county road system after required second reading of an ordinance.
