Spencer Fiscal Court authorizes County Road Aid agreement estimating $854,526.51 apportionment for FY2020

Spencer County Fiscal Court voted April 15 to authorize County Judge Executive John Riley to execute the County Road Aid Cooperative Program Agreement with the Kentucky Transportation Cabinet for the fiscal year beginning July 1, 2019.
The agreement presented to the court sets an estimated apportionment of $854,526.51 for the county. Under the agreement, the Transportation Cabinet will initially distribute 60% of the apportionment (less 3% set aside for an emergency fund), distribute up to an additional 30% depending on actual revenues, and disburse the remainder after fiscal-year revenue is final. The agreement also establishes a three percent emergency fund from all participating counties’ apportionments and explains conditions for emergency disbursements.
Judge Riley summarized the contract language and asked the court to authorize him to sign. Magistrate M. Moody moved to authorize execution, Esq. Beaverson seconded, and the motion passed with all members voting “aye.”
The contract text included a clause that the fiscal agent distribute funds at the direction of the Local Workforce Development Board (for related agreements) and that funds are subject to the limits and reporting requirements set by WIOA, OMB circulars and state law. The County also agrees to retain records of expenditures for five years and to make them available for audit by the Department for Local Government.
Next steps: Judge Riley is authorized to execute the agreement; county staff will receive Road Aid distributions and must document use of funds per the agreement.
