Spencer County awards road-material bids and adopts budget amendment; first reading given to subdivision-road adoption

Spencer County Fiscal Court reviewed and awarded road-material bids for the 2019–2020 fiscal year and approved a budget amendment and ordinance readings during its June 3 meeting.

Road bids: The court accepted vendor bids for liquid emulsions (Hudson Materials), asphalt (Mago Construction), stone (Haydon Materials) and diesel fuel (A & M Oil). Unit and FOB prices were included in the packet; the court recorded formal acceptance of the recommended vendors.

Budget amendment: The court adopted Ordinance 8 (Budget Amendment #1), increasing General, Road and Jail fund receipts and corresponding appropriations by $574,647.40 to incorporate unbudgeted receipts including state discretionary paving funds, insurance reimbursements, proceeds from surplus equipment sales and other items. The ordinance lists specific account codes and amounts and was approved on second reading.

Ordinance reading: The court gave first reading and approval to Ordinance 9 to add roads in the Elk Chase subdivision (Elk Chase Court, Elk Chase Drive and Running Creek Court) to the county road system; adoption depends on the roads meeting county specifications before full maintenance is assumed.

Why it matters: accepted bids set unit prices and vendors for county road work and materials for the coming year; the budget amendment appropriates sizable unanticipated receipts and directs how those monies will be spent. The subdivision-road ordinance starts the process of adding developer roads to the county system.

Next steps: staff will process contracts and purchase orders for awarded vendors, implement budget changes per Ordinance 8, and follow the county’s road-adoption process for Elk Chase as development proceeds.
