Public Works staff explained the work is a half‑road construction requirement that predates current staff procedures; the original subdivision agreement required developer contributions and anticipated another developer would complete the other half of the road. Rosa Construction's John Rosa told the council his Bridger Heights subdivision built parts of the road incrementally and that the city’s contribution would allow the full road section to be completed sooner. Staff said the reimbursement would be paid from street impact fees and that the work is planned as weather allows in 2026.
Council passed the authorization by unanimous voice vote.
