The City Council authorized the city manager to execute a professional‑services agreement with San Bell (lump sum $236,300) to design the East Madison Avenue reconstruction from Oregon Street to Broadway. Public Works Director Camry Yulia said the full project scope includes water and sewer main replacement, roadway widening, curb and gutter, sidewalks, ADA enhancements, striping and stormwater treatment. The city received a Transportation Alternatives grant of about $1.3 million that, together with local matching funds, supports a total project cost estimated at approximately $2.1 million.
Yulia said roughly 13.42% of the project will be funded locally and noted that some elements—particularly water and wastewater—are not eligible for TA reimbursement and must be funded entirely by the city. She advised that this is the city's first locally administered TA project through MDT and that MDT review timelines make a best‑case construction schedule in late 2026 uncertain; 2027 is a more likely construction year.
Council asked whether the project would address the nearby 'Malfunction Junction' intersection; Yulia said the project includes enhanced ADA crossings and a rapid‑flashing beacon but reconstruction of that state‑maintained intersection is outside this project’s scope and will require separate coordination with MDT and other agencies. The motion to authorize contract execution passed unanimously.
