Spencer County takes first reading of $396,529 budget amendment; clerk seeks $190,000 HAVA grant for new voting machines

Spencer County Fiscal Court gave first reading Sept. 16 to Ordinance 5 (2020 series), a proposed amendment that would add $396,529.54 in unbudgeted receipts to the General, Road and Jail funds and increase related expenditures, court records show.
County Clerk Lynn Hesselbrock earlier presented a clerk-specific budget amendment that the court approved by motion (maker: Esq. M. Moody; second: Esq. Travis) before the ordinance reading. Hesselbrock also told the court she had been asked by the Kentucky State Board of Elections to submit a HAVA voting-equipment survey and grant application; the application requests $190,000 to replace equipment purchased with HAVA funds in 2006. The application form indicates counties must purchase equipment first and then seek reimbursement, and Hesselbrock said the state’s ultimate allocation among counties was uncertain.
The ordinance text given first reading lists increases to receipts and expenditures. The receipts additions total $396,529.54 and include: $62,910 (State grants—recycling), $15,429 (reimbursements), $150,000 (surplus—general), $35,536 (State grants—Hochstrasser), $94,698.54 (Elk Chase bond/misc.) and $37,956 (surplus—jail). Proposed expenditure increases in the ordinance include $84,000 for sheriff new vehicles, $62,910 for recycling grant expenses, $94,698.54 for the Elk Chase road project, $35,536 for the Hochstrasser bridge project and $37,956 for inmate housing, among other line items.
Esq. Brewer moved and Esq. M. Moody seconded approval of the ordinance’s first reading; the motion carried with all members present voting "aye." The reading is procedural only; a second reading and adoption would be required for the changes to take effect.
The court also addressed grant-related purchases for public safety. The sheriff’s department told the court it received a LEPP award for new pistols but needs additional holsters and magazine pouches that were not covered in the original grant. The court approved $5,409 for the equipment (motion: Esq. Travis; second: Esq. Beaverson; vote: all aye).
What’s next: Ordinance 5 remains at first reading; a second reading and formal adoption would be required before amendments are enacted. The clerk said she will continue to work with the State Board of Elections on the HAVA application and will update the court as reimbursements or allocations are clarified.
