Public Works seeks meeting on road-usage agreement for proposed solar farm south of Franklin

Public Works Director Bobby Groves told the Simpson County Fiscal Court on Aug. 19 that he had received an inquiry from an engineering company in Texas regarding a proposed solar farm south of Franklin and whether the county has a road-usage agreement (RUA) in place for such projects. Groves said he has not handled RUAs previously and asked the court for direction.
Judge-Executive Mason Barnes asked Groves to arrange a meeting with the engineering firm and County Attorney Sam Phillips so the county can determine whether an RUA or other interlocal agreements are required and to clarify expectations for road impacts and compensation.
The court did not take formal action on the solar farm inquiry at the meeting; staff were instructed to arrange the meeting and report back to Fiscal Court.
