Simpson County Fiscal Court approves FY25-26 budget amendment, personnel pay adjustments and multiple transfers

Simpson County Fiscal Court on Tuesday approved the second reading of Ordinance 220.265 — the FY25-26 Budget Amendment No. 1 — and signed off on two employee pay resolutions and numerous budget transfers that shift funds across departments.
At an 8:30 a.m. meeting in the Simpson County Historic Courthouse, Judge/Executive Mason Barnes opened the session and the court unanimously approved the budget amendment on a motion by Magistrate Marty Chandler, seconded by Magistrate Scott Poston. The vote was recorded as yes by Judge Barnes and each magistrate present.
The court also passed Employee Resolution 2025-11-04 EMP-FSFR, designating Nelson Slaughter to handle county IT responsibilities not covered under the ISTT contract and granting a conditional pay increase that the court said would be retracted if the county later hires an in-house IT director or signs a different IT contract. The body approved Employee Resolution 2025-11-04 EMP-Maintenance to assign Paul Kelley the duties of Codes Enforcement under the Kentucky Property Maintenance Code; that pay increase likewise is conditional and would be retracted if he stops performing those duties.
Officials approved a cash transfer of $21,548.02 from the Federal Grant Fund to the General Fund and a bundled set of line-item transfers reallocating operating and payroll-match funds among departments. Notable reallocations included $9,000 moved to Fire Department equipment and a $219,296.13 transfer from the Economic Development Taxing District to an ARPA account for the County Clerk building, among other reassignments the court listed on the agenda.
Magistrates moved and seconded the approval of bills and claims covering payroll, utilities, vendor invoices and equipment purchases; the court voted to approve the claims as presented. The meeting record lists dozens of vendors and payroll disbursements approved during the session.
Court members said the personnel pay adjustments are conditional and intended to cover added responsibilities in the near term while preserving the option to revert the increases if formally reclassified or contracted. The court did not adopt any new permanent positions during the meeting.
