Simpson County court authorizes KSP communication agreements for five emergency agencies; Judge authorized to sign

The Simpson County Fiscal Court unanimously (four yes votes, one recusal) authorized Kentucky State Police communication agreements for the county's Ambulance Service, Franklin Simpson Fire & Rescue, Office of Emergency Management, Sheriff's Office and the South-Central Kentucky Drug Task Force and permitted the County Judge to sign the agreements.
At a special-called Dec. 18 meeting, the Simpson County Fiscal Court approved five Kentucky State Police (KSP) communication agreements covering the county ambulance service, Franklin Simpson Fire & Rescue, the Simpson County Office of Emergency Management (OEM), the Simpson County Sheriff's Office and the South-Central Kentucky Drug Task Force.
County Judge Executive Mason Barnes said OEM Director Robert Palmer had sent memoranda of understanding to County Attorney Sam Phillips, who reviewed the documents and "looked good to go," and KSP requested the County Judge execute the agreements on behalf of individual agency heads.
The court took separate motions for each agency. Approvals were recorded as follows (motion mover and seconder given where on the record):
- Ambulance Service: Motion by Marty Chandler, second by Scott Poston; yes votes from Chandler, Poston, Myron Thurman and Mason Barnes; Jeffrey Burr recused.
- Franklin Simpson Fire & Rescue: Motion by Myron Thurman, second by Scott Poston; yes votes from Thurman, Poston, Chandler and Barnes; Burr recused.
- Simpson County Office of Emergency Management: Motion by Marty Chandler, second by Myron Thurman; yes votes from Chandler, Thurman, Poston and Barnes; Burr recused.
- Simpson County Sheriff's Office: Motion by Scott Poston, second by Marty Chandler; yes votes from Poston, Chandler, Thurman and Barnes; Burr recused.
- South-Central Kentucky Drug Task Force: Motion by Marty Chandler, second by Scott Poston; yes votes from Chandler, Poston, Thurman and Barnes; Burr recused.
Each motion authorized the County Judge to sign the KSP communication agreement on behalf of the listed agency. The court record does not show debate or public comment on the agreements at the special-called meeting.
Votes at a glance: each agreement passed with four votes in favor and one recusal (Jeffrey Burr). The agreements were reviewed by County Attorney Sam Phillips at the request of OEM Director Robert Palmer; no contract amounts or fiscal impacts were recorded in the meeting minutes.
