Fleming County Fiscal Court approves budget transfers, financial reports and multiple procurement actions

The Fleming County Fiscal Court met Oct. 14, 2025 at the Fleming County Courthouse and, in a series of unanimous votes, approved financial reports, budget and cash transfers, and several procurement and surplus actions.
County Judge/Executive Sims called the meeting to order at 9:01 a.m. and Fiscal Court Clerk Tammy L. Gray recorded the roll; Magistrates Taylor Hunt, Richie Kielman, Blake Price, Donnie Fawns and Ray H. Money were present, and Magistrate Kerri Marshall was absent. County Attorney Monica Hill and County Treasurer Miranda Utterback were also present.
The court approved the month- and quarter-ending financial reports for Sept. 30, 2025 as presented. The minutes list fund balances and totals: General Fund $520,870.04; Road Fund $618,704.85; Jail Fund $29,077.62; LGEA Fund $254,818.36; Forest Fire Fund $109.25; Opioid Fund $306,648.58; Dispatch Fund $52,900.01; Clerk’s Storage Fund $18,207.13; ABC Funds $57,285.35; Capital Improvement Fund $312,600.78; total all funds $2,171,221.97.
The court unanimously approved budget transfers and cash transfers as presented, accepted Claims Reports and Carry In Claims Reports, and approved the first reading of Ordinance 14-1434 (a budget amendment).
Dispatch Director Shawn Royse presented the September requests-for-services report and notified the court of personnel actions: hiring two part-time dispatchers and promoting one dispatcher to full time. The personnel changes were entered on the record for consideration by the court.
On equipment and fleet matters, the court authorized surplusing an old rusted truck bed and an 18-foot pull-behind trailer (no VIN) and authorized sale at the next public auction with Marshall Equipment Auctions. The court also approved purchase of a new truck bed estimated at $7,500 and a tilt trailer quoted at just under $13,000. Separately, the court authorized surplusing and sale of two Ford Crown Victoria vehicles (2009 VIN 2FAHP71VX9X102231 and 2010 VIN 2FABP7BVXAX128440) at a future Marshall Equipment Auctions sale.
The court approved payment of the sheriff’s earned training incentive in the amount of $1,325.53 and accepted the sheriff’s September monthly and quarter-ending reports. The jailer’s report was also approved.
The court accepted sealed bids for old office furniture and awarded items to the highest bidders; items receiving no bids were authorized to be junked and Fiscal Court Clerk Tammy L. Gray was authorized to take no-bid items. The minutes record individual winning bids for multiple wood chairs and a desk.
Representatives from the Ion Center were on hand while the court signed a proclamation observing Domestic Violence Awareness Month.
Finally, the court announced that the November Fiscal Court meeting will be moved to Monday, Nov. 10, 2025 at 3:00 p.m. because of the Veterans Day holiday. The meeting adjourned at 9:30 a.m.
