Salem Council awards PRV and substation design contracts, approves electrical impact-fee update

The Salem City Council on Feb. 18 approved several infrastructure procurement and planning items: award of the East Pump Station PRV project to Red Pine Construction, award of the Jackson II substation design to Bodec/Bruno Engineering, and authorization to proceed with an update to the Electrical Capital Facilities Plan and Impact Fee Analysis.
City Engineer Bradey Wilde told the council that six bids were received for the PRV (pressure reducing valve) project but the lowest was non-responsive because it lacked required components; staff recommended rejecting the non-responsive bid and awarding the work to Red Pine Construction. Wilde explained the role of PRVs in regulating water pressure across the city’s varying elevation zones and noted that Central Utah Water Conservancy District could supply water for testing if the project is completed by July.
Electrical Director Adam Clements presented bids for the Jackson II substation design, which will serve the New Salem/Arrowhead Springs development; the council approved awarding design work to Bodec/Bruno Engineering as recommended by staff.
Clements also briefed council on the need to update the Electrical CFA and Impact Fee Analysis due to growth. The city received only one response to its RFP; Clements cited a previous full study completed in May 2023 and estimated the update cost at approximately $64,000, with future annual updates likely costing less. Council approved proceeding as recommended.
Motions to award the PRV contract, award substation design, and proceed with the CFA update were each approved by unanimous votes. The PRV contract is 100% impact-fee reimbursable; staff noted timing of impact fee collection occurs at the builder’s permit application stage.
