After separating the asphalt line, the remaining construction price is $658,901.35; Civil & Environmental Consultants recommended Charles Blalock & Sons be awarded the contract. County staff reported the Sevier County Highway Department can perform the asphalt work for less than the $230,000 allowance.
The committees were told that the Centerview, Allensville, and Pigeon Forge convenience-center sites are estimated to open by mid-April. Officials said three convenience-center sites are under lease: two sites agreed to extend to ten-year terms while a third asked the county to find a new site and has provided roughly 2.5 years for relocation.
Director Dan King reported a delay in rolloff-truck deliveries following a Letter of Intent entered in September 2023. A different supplier offered trucks at an additional cost of $9,570 compared with the original arrangement. Commissioner Bryan Delius moved to allow the Solid Waste Department to spend the extra $9,570 to complete the purchase; Commissioner Jack Parton seconded the motion, which passed unanimously.
The actions approve construction procurement steps and allow the department to keep the equipment purchase on schedule despite the supply delay. The committees did not provide a dollar-by-dollar breakdown beyond the bid and the stated asphalt line; additional procurement or appropriation steps were not recorded in the minutes.
The committees moved on to other agenda items after the unanimous vote.
