Wells County Council approves minutes, appropriations and nomination; adjourns

The Wells County Council met Feb. 3, 2026, at the Wells County Carnegie Annex and approved several routine items, including minutes and two additional appropriations, before adjourning at 8:01 p.m.
Todd Mahnensmith moved and Brian Lambert seconded to approve the minutes from the Jan. 6 regular session and the Jan. 8 joint executive session; the motion carried, 6-0. The council then approved an additional-appropriation request from the LIT Public Safety fund on a motion by Vicki Andrews, seconded by Mahnensmith (6-0), and an additional-appropriation request in the PHEP Cooperative Agreement Grant fund on a motion by Andrews, seconded by Brandon Harnish (6-0).
The council voted 6-0 to nominate Phil Swain as the Wells County Council’s nominee to the Bluffton Economic Development Commission for a four-year term and authorized the council president to sign the certificate of nomination; the certificate will be given to the City of Bluffton for appointment.
The meeting concluded when Vicki Andrews moved and Scott Elzey seconded to adjourn; the motion carried 6-0 and the council adjourned at 8:01 p.m.
Records attached to the minutes show signature lines for President Seth Whicker and Vice President Vicki Andrews. The meeting’s attendee list names Deputy Auditor Lisa Eichler as present; the attestation at the end of the minutes reads 'Lisa McCormick, Wells County Auditor.' The minutes do not reconcile that naming difference.
