Evan Sanders (participating by Zoom) confirmed that the Tennessee Department of Environment and Conservation (TDEC) is aware of and supportive of the reallocation. Robert Campbell and Evan Sanders also briefed the committee on ARPA timelines: all ARPA funds must be obligated by Dec. 31, 2024, and spent by Sept. 30, 2026.
Commissioner Mike Hillard moved to allow ESCUD to redirect $125,000 of Sevier County’s ARPA grant from 'drinking water: source' to 'drinking water: treatment'; Commissioner Scott Catlett seconded the motion, and the committee approved it unanimously.
The committee did not provide further detail on the filtration design scope, procurement plan, or whether additional county review would be required before ESCUD proceeds. The action allows ESCUD to use the specified ARPA funds for treatment-related engineering design as described.
