Surry County approves consent agenda including $420,296.56 Microsoft renewal and school land conveyances; denies initial surplus bid

The Surry County Board of Commissioners approved its consent agenda Feb. 16, authorizing routine tax releases and refunds; FY27 municipal inspection agreements with the Towns of Elkin, Dobson and Pilot Mountain and the City of Mount Airy; and administrative personnel actions.
County Manager Chris Knopf presented the consent items. The minutes list tax and fee figures for the month ending Jan. 31, 2026: total releases $7,323.38; refunds $2,184.04; NCVTS tag and tax refunds $2,213.83; real and personal property discoveries $7,571.78; EMS additions $182.76; EMS releases $426.34; and EMS collections $21,180.99. The board also approved the renewal of a three-year agreement with Microsoft for computers, servers and server software for $420,296.56 and authorized surplusing two vehicles from Buildings and Grounds and EMS.
The board approved conveyance of county land to the Surry County Board of Education for two Pilot Mountain school sites: conveyance of 43.933 acres to satisfy a security instrument for Pilot Mountain Middle School and conveyance of 27.196 acres for Pilot Mountain Elementary School. The board also approved two position reclassifications (Fire Prevention Inspector I to Deputy Fire Marshal Officer; Peer Review/Compliance Officer grade change) and reappointments to the Board of Equalization and Review, the Dobson Library Board and the Piedmont Triad Regional Workforce Development Board.
Separately, County Manager Knopf presented an initial $3,500 offer on surplus property at 150 Bourbon Trail in Mount Airy; the board voted to deny that offer and to begin the public bidding process. The minutes record motions and unanimous votes for the consent approvals and for denying the initial bid. The minutes do not include contract documents or the Microsoft agreement’s detailed line items; those files are kept in the Clerk’s Office or the relevant department records.
