Bland County supervisors raise fund-balance minimum to 15%, approve property donation and set hearing on solid-waste fee

In a series of unanimous motions on March 23, 2021, the Bland County Board of Supervisors raised the unassigned fund-balance minimum to 15% of the county budget, authorized the donation of the American Legion post building at the fairgrounds, approved trash adjustments totaling $1,929.38, scheduled a public hearing on proposed solid-waste fee changes, and waived fees for the Tour de Bland entertainment permit.
The Bland County Board of Supervisors on March 23 approved several administrative and fiscal actions by unanimous vote.
The board amended its Fund Balance Policy to increase the unassigned minimum to 15% of the county budget. Supervisor Adam Kidd moved the amendment and Supervisor Karen Hodock seconded; the motion passed unanimously.
The board also moved to proceed with donation of the American Legion post building located at the county fairgrounds and authorized the county administrator and county attorney to draft the required documents. That motion, made by Adam Kidd and seconded by Karen Hodock, passed on unanimous vote.
On operational and permitting items, the board approved trash adjustments for December 2020 through March 2021 totaling $1,929.38 (moved by Randy Johnson; seconded by Adam Kidd) and adopted a proclamation recognizing March as American Red Cross Month (moved by Karen Hodock; seconded by Randy Johnson). The board authorized advertisement of a public hearing at the April meeting to consider modifications to the Solid Waste Fee and Solid Waste Reduction Qualification (moved by Randy Johnson; seconded by Adam Kidd). The board approved an entertainment permit for the annual Tour de Bland and waived the permit fees (moved by Karen Hodock; seconded by Randy Johnson).
The board also directed the county attorney and county administrator to seek an Attorney General opinion on delaying redistricting in Bland County beyond the July 15 deadline; that request was made by Randy Johnson and seconded by Adam Kidd and approved unanimously.
The board recessed to a work session scheduled for April 1, 2021, at 4:00 p.m. to review budget requests and the first draft of the FY22 budget. The next regular meeting was set for April 27, 2021 at 5:00 p.m. at the Bland County Courthouse.
