Bland County approves conditional use permit for recreational facility with fence-cost condition

The Bland County Board of Supervisors voted unanimously to approve a conditional use permit for a recreational facility on Tax Map parcels 93-A-27 and 93-A-31A, adopting the Planning Commissions recommended conditions with a modification to the fence-cost requirement.
Joel Cagle, Planning Commission Secretary, told the board the Planning Commission recommended approval subject to compliance with all local, state and federal regulations; construction starting within two years of approval (with a possible extension if reduced-load weight limits on nearby bridges demonstrably delay construction); obtaining a VDOT entrance permit; and maintaining a division/boundary fence with cost-sharing as required by Virginia Code 55.1-2823. The commission recommended amending condition 4 to replace "partially, up to" with "at"; the board settled on the compromise that the permittee would pay half the fence cost.
During the public hearing, Bob Munsey raised concerns about the wooded area and asked why the zone allows recreational use; Mr. Cagle explained that the agricultural zoning permits recreational use in this instance. The board adopted the permit with the modified fence condition; roll-call votes were unanimous.
The permit is expressly conditioned on construction starting within two years, subject to extension if bridge load limits delay work, and on obtaining required permits. The board did not provide additional local waivers or other modifications at the meeting.
Next steps: county staff will record the conditional use permit and monitor the two-year start condition; the permittee must secure a VDOT entrance permit and comply with state and local rules.
