Bland County supervisors approve amended agenda, conditional use permit and budget supplements

The motion to adopt the amended agenda was made by Supervisor Randy Johnson and seconded by Supervisor Adam Kidd and passed unanimously.
The board approved the consent agenda, which included minutes from April meetings; payroll disbursements of $96,757.39 (April 30) and $95,931.38 (May 14); April bills of $91,792.48 and May bills of $207,648.72; departmental reports; the March Social Services local allotment of $21,547.80; and appropriated the Bland County School Board's May 2021 requisition of $771,329.42. Supervisor Karen Hodock moved approval, and Supervisor Randy Johnson seconded; the roll-call vote was unanimous.
During a public hearing, Planning Commission Secretary Joel Cagle presented the commission's recommendation to approve a conditional use permit for a manufacturing operation on Tax Map No. 34A-A-25E subject to compliance with local, state and federal regulations; restrictions regarding hazardous materials with inventory and inspection requirements by the county 911 coordinator; and a proposed prohibition on uncovered outside storage. After opening and closing the public hearing with no public speakers, the board approved the permit but struck the proposed prohibition on uncovered, outside storage (modifying condition #2). The motion to approve the conditional use permit with that modification was made by Supervisor Adam Kidd, seconded by Supervisor Randy Johnson, and passed unanimously.
The board also approved a request to waive a $51 building permit fee on permit #57-2021 for Bland County Public Schools, adopted FY21 budget supplements totaling $134,000 with corresponding appropriations to revenue and expenditure lines, and approved the county quarterly newsletter. Each of those motions passed on unanimous votes.
Supervisors adopted a resolution, made in partnership with neighboring localities, designating Route 61 as "Twin Depot Parkway." They also appropriated Board of Supervisors' Special Fund monies to a number of local organizations and fire departments, with specific allocations moved by Supervisor Randy Johnson and seconded by Supervisor Adam Kidd. The meeting adjourned on a unanimous vote; the board scheduled its next regular meeting for June 22, 2021 at 5:00 p.m. at the Bland County Courthouse.
