Bland County supervisors approve FY22 budget amendments, end COVID-19 local emergency and adopt tourism logo

BLAND, Va. — The Bland County Board of Supervisors on July 27 adopted multiple measures intended to close out pandemic-era emergency authority and adjust the county's FY22 finances while advancing tourism branding and local projects.

The board adopted FY22 budget amendments totaling $84,692 and accompanying revenue adjustments of $65,410. Supervisor Randy Johnson made the motion to adopt the budget amendments, which Supervisor Adam Kidd seconded; a roll-call vote recorded each of the four supervisors as voting "yea." The consent agenda, which included payroll and vendor payments and the Bland County School Board's June requisition of $809,712.83, was approved earlier in the meeting.

The supervisors also moved to certify the end of the local state of emergency associated with COVID-19, effective July 27, 2021, at 11:59 p.m. The certification motion was offered by Supervisor Randy Johnson and seconded by Supervisor Adam Kidd and passed unanimously. The board made no other emergency-related declarations at the meeting.

Supervisor Karen Hodock moved to adopt the tourism logos presented to the board and to pursue trademark and copyright protections; Supervisor Randy Johnson seconded the motion, which passed unanimously. Separately, the board authorized an application to the Wythe-Bland Community Foundation for a $7,000 grant to support the Bland County Farmers Market; that motion was made by Supervisor Adam Kidd and seconded by Supervisor Karen Hodock.

The board declared two 2010 Chevrolet Impalas from the sheriff's office surplus property after a unanimous motion by Supervisor Adam Kidd, seconded by Supervisor Randy Johnson. The meeting record does not specify the planned disposal method for the vehicles.

Appointments approved by the board included Dee Dee Hoosier to an unexpired term (through Dec. 31, 2023) and reappointments of Charlie Fore to the Economic Development Authority and Sharon Puckett to the Library Board of Trustees, both through Dec. 31, 2024. Those personnel actions were approved unanimously.

The supervisors moved into an executive session to discuss a noise problem under provisions of the Code of Virginia (§2.2-3711(A), paragraphs 3, 5 and 29). After returning to open session the board adopted the statutorily required certification under §2.2-3712 that only the matters announced were discussed. The transcript records no further public detail about the noise matter.

The meeting concluded with a motion to adjourn; the board set its next regular meeting for Aug. 24, 2021, at 5:00 p.m. at the Bland County Courthouse.
