County planners urge Banks Township to emphasize agriculture and population trends in draft master plan

County planning staff reviewed the Banks Township draft master plan Feb. 5 and recommended several clarifications to strengthen its policy guidance.
Planning Director Kiersten Stark said she found no inconsistencies between Banks Township’s proposed future land uses and neighboring townships or the County Future Land Use Plan, but recommended the plan add a separate table for agriculture and forestry preservation and expand related goals, objectives and actions. She also recommended the statutory crosswalk linking future land use categories to current zoning districts.
Commissioner Sherm Chamberlain pressed for greater emphasis on a declining year-round population and its consequences: fewer volunteers for community projects, challenges for volunteer emergency responders, falling school enrollment, and the need to identify areas for potential senior housing or community septic systems. Chamberlain also suggested the plan account for a growing seasonal population who live in the area part of the year.
Members voted to send the commission’s comments to Banks Township for consideration. The county recommended the township consider stronger agricultural preservation measures and clarify how future land use categories align with current zoning.
