Benzie County board adopts updated personnel, finance policies, accepts state grant and approves EMS staffing change

On Oct. 10 the Benzie County Board of Commissioners adopted multiple updated personnel and financial policies, accepted an $8,796 Emergency Management Performance Grant and approved converting an EMT position to a full-time paramedic, with related budget adjustments.
The Benzie County Board of Commissioners on Oct. 10 adopted a package of administrative policy updates, accepted a state emergency-management grant and approved a staffing change in the county ambulance service.
County Administrator Katie Zeits presented the packet of policy updates and the board approved a new Social Security Policy, an Investment Policy and an amended Dress and Hygiene policy (changing "Blue Jean Friday" to "Blue Jean Day"), and adopted a Credit Card Use Policy with a requirement that a revised version return within 90 days. All motions passed on roll call with Commissioners Jeannot, Markey, Nye, Roelofs and Warsecke voting aye; Commissioners Cunningham and Sauer were excused.
The board also approved the 2023 Apportionment Report as presented by Equalization Director Brianne Lindsey and authorized acceptance of a 2023 Emergency Management Performance Grant (EMPG) from the Michigan State Police—Emergency Management and Homeland Security Division. The EMPG award will increase revenues and expenditures by $8,796 in the emergency-management budget, the board authorized.
In personnel action, the board approved changing a full-time Emergency Medical Technician position to a full-time Paramedic position and approved the related Ambulance Fund budget adjustment after EMS Director Tom King and Human Resources' Jackie Palfey answered commissioners' questions. The motion passed unanimously on roll call.
"Investing can be daunting to young people," said Karen Mallon of the prosecutor's office during public comment, urging that county employees receive more financial-education offerings learned at a recent MERS conference. Mallon said the MERS educational programs are "tremendous." The board agreed to allow a staff briefing to the Human Resources Committee.
The board also approved a memorandum of understanding with Northwest Education Services, Benzie Central Schools and Frankfort-Elberta Area Schools relating to FAPE services and authorized the chair to sign. The MOU was presented with the sheriff's office available to answer questions.
The board is expected to receive further policy revisions and budget detail at upcoming meetings; the county auditor will be on site later the week of Oct. 10.
