The Barry County Board of Commissioners’ Committee of the Whole on Aug. 6, 2024 recommended several items for consideration by the full Board, including a $40,000 withdrawal from the Norris Road Trees 4‑H Fund to support two local 4‑H program coordinators, approval of a Solar Energy Systems text amendment (A‑3‑24), a Brownfield Redevelopment Authority appointment, and an employment contract for Eric F. Zuzga.
Commissioner Mike Callton moved and Commissioner Catherine Getty seconded a recommendation to withdraw $40,000 from the Norris Tree account to assist in funding two current 4‑H program coordinators in Barry County; the Committee approved the recommendation unanimously. The request was presented by Scott Korpak of MSU Extension, who also provided updates on the Delton Kellogg Summer Garden and the Nashville Garden.
The Committee recommended approval of a Solar Energy Systems text amendment, labelled A‑3‑24, after a motion by Commissioner Mark Doster that was seconded by Commissioner David Hatfield; the motion passed with all ayes. Chair David Jackson noted the amendment during remarks earlier in the meeting.
On appointments, County Administrator Michael Brown presented a personnel recommendation. Commissioner Catherine Getty moved and Commissioner Bruce Campbell seconded a recommendation to remove Craig Stolsonburg (effective May 8, 2024) and appoint Douglas Powers to the Brownfield Redevelopment Authority Board for a three‑year term that began Jan. 1, 2023 and ends Dec. 31, 2025; the motion carried unanimously.
In a separate personnel matter the Committee voted to recommend approval of an employment contract between the County of Barry and Eric F. Zuzga that would be effective Aug. 26, 2024 through Aug. 25, 2025. Commissioner David Hatfield moved and Commissioner Catherine Getty seconded the recommendation; the Committee’s vote was recorded as all ayes.
All motions reported in the minutes were recorded as “All Ayes. Motion carried.” Each approved recommendation will be placed on the Board of Commissioners agenda for action on Aug. 13, 2024, except where the minutes specify otherwise (for example the Meadow Lane Drain resolution was rescheduled to allow correction of a clerical error).
Details: the Norris Tree withdrawal amount was $40,000; the Brownfield appointment term is listed in the minutes as Jan. 1, 2023–Dec. 31, 2025; the employment contract for Zuzga is dated to take effect Aug. 26, 2024 and run through Aug. 25, 2025. The minutes record motions, movers, seconders, and unanimous votes but do not include additional debate or dissent on these items.
