Committee recommends approval of winter tax form, child-care plan and housing grant; accepts estate gift for animal shelter

The Barry County Committee of the Whole on Aug. 20, 2024, moved a series of routine recommendations to the full Board of Commissioners: approval of the 2024 L-4029 Winter Tax Rate Request, the 2024–2025 Child Care Fund Plan and Budget, the MSHDA CHILL CDBG Grant Agreement and related Housing Improvement Program guidelines, and scheduling a public hearing for the CDBG Emergency Home Improvement Repair Program. The Committee also recommended accepting the Neal P. Rider Estate/Trust for deposit into the Barry County Animal Shelter Donation Fund. A proposed recommendation to approve a General Capital Access Agreement for the former FOC parking lot was withdrawn pending correction of a recordable form.
Motions and outcomes were recorded as follows: the L‑4029 Winter Tax Rate Request was moved by Commissioner David Hatfield and seconded by Commissioner Bob Teunessen and recommended to the Board (Ayes: all; Nays: none; Absent: Catherine Getty). The 2024–25 Child Care Fund Plan and Budget was moved by Commissioner Mark Doster and seconded by Commissioner Jon Smelker and recommended to the Board. The MSHDA CHILL CDBG Grant Agreement and Housing Improvement Program guidelines were moved by Commissioner Mike Callton and seconded by Commissioner Bob Teunessen and recommended for approval; the Committee also voted to schedule a public hearing on the Emergency Home Improvement Repair Program at the Board’s Aug. 27 meeting and to consider guidelines following that hearing. The Committee moved to accept the Neal P. Rider Estate/Trust into the Animal Shelter Donation Fund (moved by Commissioner Jon Smelker, seconded by Commissioner David Hatfield); that motion carried with all present voting in favor.
Why it matters: these recommendations move grant agreements, tax-form filing and program budgets forward to the full board for final action and set a public hearing on the Emergency Repair program, providing an opportunity for additional public input.
